Angola's upstream regulator — the concession authority and licensor of all oil, gas, and biofuels operations.

The Agência Nacional de Petróleo, Gás e Biocombustíveis (ANPG) is Angola’s national upstream regulator and concessionaire, established in 2019 to separate regulatory functions from Sonangol’s commercial activities. ANPG manages the country’s permanent bidding cycle, oversees production-sharing contracts, regulates marginal field development, and serves as the single point of contact for international oil companies operating in Angola.
