INACOM
Angola's telecommunications regulator — spectrum allocator, license issuer, and supervisor of mobile and fixed-line operators.
The Instituto Angolano das Comunicações (INACOM) is Angola’s telecommunications regulator. INACOM allocates spectrum, issues operator licenses, sets interconnection rules, and supervises the country’s mobile and fixed-line telecommunications providers — including Unitel, Movicel, Africell, and Angola Cables.
Strategic role
INACOM has been the regulatory architect behind Angola’s recent expansion of mobile competition (the Africell entry) and the rollout of 5G spectrum allocations to the incumbent operators.
